Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are fought: hopeful statements are issued from different nations. Considerable effort is expended on containing certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the main instrument for achieving "peace".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track projectile deployments from Russian territory, a capability enabled by up-to-date information. From witness perspectives, defense planes that had been dispatched to intercept incoming cruise missiles flew past – modern combat jets delivered to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems activated: several firings deployed against a hostile projectile. This was a modern interception technology at work, most likely provided by allied countries. Every firing creates sudden vibrations, rattling buildings. The instant of fear quickly gives way to resigned acknowledgment: maybe the hostile projectile won't strike its target this time, preventing destruction from devastation and additional electricity failures.
Persistent Threats
Not long after, a large-caliber weapon opened up on a aerial vehicle in the vicinity, part of a mobile-fire group – probably Western-made equipment. Sadly, the shots failed to hit the hostile drone – it maintained course toward its objective.
Periodically, this continued until dawn. Kyiv faced the early updates: multiple fatalities, devastation and heating outages in many homes as a result of the evening attack. As always, everyone still maintained normal activities – experiencing conflict. But those full day encapsulated Ukraine's vital need on Western support – a dependence that regional partners are evidently unprepared to fill in the short term.
Unsuccessful Negotiations
The comprehensive proposal from Washington sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.
Every new proposal from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This pattern will, certainly, endure.
Political Considerations
It is easy to blame specific actors of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. American leadership operates on a premise familiar among seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House believes that it is unfeasible to pressure the Kremlin to relinquish the areas that it already controls in Ukraine's occupied territories.
The problem is that while recognising this factual reality, American administration does nothing to prevent Kremlin actions, through words or deeds, from thinking that the status quo will not shift further in its favour in the near future.
Divergent Views
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their incentive to accept conditions that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing civilians and areas but preventing a complete military breakdown until circumstances change in its advantage.
Present Conditions
Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unsuitable, so that their priority does not switch to homefront challenges. And although their objective will now be much harder after recent developments, it remains very improbable that this will modify their basic position.
These two forces are driving the talks.
Conclusion and Outlook
It took a mere seven days to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all did their job.
While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and reflect specific hesitation to change the course of events, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require continued Western support.
